    Resolution: Fixed

Encryption and decryption is working. Decrypted three of the four posted test vectors in XML Encryption 1.1 test case document. The fourth isn't passing the RSA decrypt, so it's an unrelated issue.

Enhanced cipher.exe utility to support GCM, and was able to produce new test cases that can be decrypted.
