IRC Notification Setup

I enabled jenkins IRC notifications for the kafka build [1].  And at the
end of the console log is "IRC notifier plugin: Sending notification to:
#kafka"  But I didn't see anything in #kafka.

Are there other steps that need to be taken to get IRC notification
working?  Which friendly bot should I expect to hear from?

The missing "step" is to configure your channel to allow messages from
entities not in the channel, so the jenkins bot's messages come through.
