[SARE] Rules update

Just a quick note that SARE's OBFU and Header rule set files have been
updated.

Just a quick note that SARE's HTML rule set files have been updated.

Also minor updates to the Subject (genlsubj), URI, and obfuscation
(obfu) rule set files.
