Use of user confirmation

Hi,
I would like to clarify how the User confirmed¹ property is or should be
used.

Is it used internally to Turbine¹s security system?

Or is it intended to be used for user registration confirmation? Ie The user
is sent a magic number by email that they must present to validate who they
say they are to complete registration?

If the latter, how should the confirmed value be generated?
