   ## Summary
   
   Backport of #12686 to `maven-4.0.x`.
   
   - Pre-interpolate plugin configuration XML before the `ComponentConfigurator` performs type conversion, resolving `${...}` property references that were set dynamically at runtime (e.g. by Groovy/GMaven scripts via `project.getProperties().setProperty()`).
   - Without this fix, URI-typed plugin parameters containing unresolved `${...}` fail with `URISyntaxException` because type converters parse the raw string before properties are resolved.
   - Rebuilds the immutable `XmlNode` tree bottom-up with interpolated values using `XmlNode.newBuilder()`.
   - Only interpolates runtime-only properties — model-time properties (POM, `-D`, system) are skipped to preserve MNG-3558 property escaping.
   - Applied to both `loadV3Mojo` and `loadV4Mojo` paths.
   
   ## Test plan
   
   - [x] `MavenITmng8765UriPropertyInterpolationTest` — 3 tests (POM property, CLI property, runtime property)
   - [x] MNG-3558 property escaping test still passes
   - [x] CI passed on master (#12686)
