When REEF clients reference REEF NuGet, as REEF NuGet depend on Avro NuGet, that resulting Json 6.0.8 to be downloaded because Avro 1.5.6 NuGet depends on Json 6.0.8 NuGet. 
So even in REEF, we have specified to use JSon 7.0.1 in csproj file, that only makes JSon 7.0.1 referenced in REEF dlls. Doesn't guarantee JSon 7.0.1 NuGet is downloaded. 
To solve it, we should update REEF NuGet spec to add JSon 7.0.1 as dependency.
