Description:
unless the maven.pmd.cpd property is manually set to true, generating the site for a project will generate a broken link to the cpd report.  either the cpd report should be broken out into it's own report, or the pmd report should automatically generate it, or the link should only be created if the property is set to true.

i personally think it should be broken out into it's own report/plugin.
