Templates being scoped to a process group (PG) for auth reasons has introduced some complexities with interaction.  One case that has come up on several occasions is that I will upload/create a template in a certain child PG and then later want to remove this PG.  However, even though this PG is empty as far as components go, this template will prevent its removal.  If I want to retain the template, I must download to disk and then upload again to a higher scoped PG.  

The ability to move this template to a target PG would help streamline this process.

Ideally, I could select an icon from the be presented with a modal that would allow me to select/filter from the list of PGs to which I have access.

A bit of a deviation from the current gist of this issue, but it might also be nice to include a templates palette option (like the global view of templates in the hamburger menu)  that is scoped to the current PG the user is located in.
