Currently CircleCI can work only for the forks of Drill repository (add CircleCI to the user account and add the fork repo to the CI are necessary).
Using this CI for Apache Drill repo is not possible now: INFRA-17133, therefore this task can be closed.
Once [CCI-I-669|https://circleci.com/ideas/?idea=CCI-I-669] is resolved, this task and INFRA-17133 can be reconsidered.
