[PR] GH-47387: [C++] Push generator with backpressure [arrow]

### Rationale for this change
This PR allows to pass BackpressureHandler to PushGenerator that will react on internal PushGenerator queue.
### What changes are included in this PR?
New constructor is added.

Yes

No. New API is availalble.
