Getting ready for the git move of Traffic Control

Phil is working on a write up on how the new process works when we are in
Apache. There will be some changes, as the github.com/apache version is a
mirror of the one in apache.

For now, please go through the issues and PRs and close / merge everything
that you can, and hold off on opening new PRs to make the move as easy as
possible.

We hope to have this move done in the next 10 days or so, look for more
emails here.
