Description:
We need to add authorization for Auto start services.
*Solution*
* Create cluster-level authorization to toggle Auto start for the cluster ({{CLUSTER.TOGGLE_AUTOSTART}}).
** A cluster administrator or a cluster operator should be able to perform this operation.
* Users with the ability to start and stop services ({{SERVICE.START_STOP}}) should be able to toggle the service-level auto start value.
