I don't think you can omit the package declaration for links inside {{package-info.java}}. Even with {{javadoc}} directly, {{&#123;@link ClassName&#125;}} doesn't work when {{ClassName}} is in the same package as {{package-info.java}}.
Can you provide the example that worked with 3.0.0-M1?
