To allow underscore as the cluster name is per design.
HDFS doesn't actually care about the cluster name used for Ambari purposes.
The document http://docs.hortonworks.com/HDPDocuments/HDP2/HDP-2.1.2/bk_system-admin-guide/content/ch_hadoop-ha-3.html refers to the HDFS Nameservice ID (dfs.nameservices) that the user can edit when enabling NameNode HA via the wizard provided by Ambari.
