Best way to init vars & different Stale link page

Hi,

Two small questions.

What would be the best way to make sure that parameters get set when 
entering (start usage) a .paga or .jwc component. I believe it is not 
initialize() because that is used just before the page is handed back to 
its pool.

2nd question concerns the default StaleLink page.
How does one change that. As in a different text (both in english as well 
as multiple other languages)>
