In a multi-cluster zone:
-have one or more cluster enabled
-other cluster disabled
-leave hosts of disabled cluster in Enabeld state

When starting a new network, a new rVM pops up on the hypervisor which is in a disabled cluster.

This makes it difficult to build up a new cluster and prevent anything from popping up there.
