### Minimal reproduce step
I want to set a isolation policy for a namespace, i execyted ns-isolation-policy command, but i can get a error when i execute partitioned-lookup command, refer to the figure below for details.
i tried to product message to this topic, it also cann't works, and give a error.
### What did you expect to see?
The topic in the namespace belongs can be assigned to the broker on port 8080
### What did you see instead?
Refer to the screenshot above for the problem

Thanks @luky116 for the report. The policy listed the brokers with their port (`host:8080`), and placement used to match policy entries only against the broker host, so no broker matched and topics in the namespace could not be assigned. This was fixed by #26829 (the same problem as #15795): an entry that contains `:` is now also matched against the broker id `host:port`, as shown by `pulsar-admin brokers list`, both in placement and in `ns-isolation-policy brokers`. Host-only entries work as before.
I'm closing this as fixed. The fix is in master and has been backported to the 4.0, 4.2 and 5.0 branches. If it still happens on a release that has the fix, please reopen with the policy and `pulsar-admin brokers list` output.

The `primary` and `secondary` should better be ip form (no port). In your reproduce step, it won't find any matched broker.
