[CANCELLED] [VOTE] Release Apache Superset (incubating) 0.37.0 based on Superset 0.37.0rc3

Hi all,

due to a few lingering critical bugs in 0.37.0rc3, this vote has been cancelled:

These bugs have now been fixed, and are available on the 0.37 branch (https://github.com/apache/incubator-superset/tree/0.37 <https://github.com/apache/incubator-superset/tree/0.37>) , along with a few other fixes:

To minimize the risk of having to bake yet another release candidate, we’re leaving the branch up for testing for a few days before baking 0.37.0rc4, and encourage the community to test this in their staging environments.
