Upon completion of this jira https://issues.apache.org/jira/browse/HBASE-7767 can will not needed.
System table, holding table states, will be collocated with master, hope we don't need to cache anything 
due of no network operations.

> Sometimes, cached information is stale and we don't have a way to get rid of it except restarting the server.  If we can poke the cache and let the system reloads, it will much easier and quicker.
