Bundle Archive installer

In a posting in 2017 Neil Bartlett offered to contribute the Bundle 
ARchive (BAR) installer [1].   I've lost track of where that 
contribution is in the release process.   Has it been released?   I 
assume it would be a part of the FileInstall bundle at felix.apache.org, 
but I don't find it by searching the changes file.

Is the BAR installer been released/available?
