It seems like you missed this page:
http://httpd.apache.org/bug_report.html
which is linked as "bug reports" on the left side of pretty much every
page on the httpd.apache.org site.

You also missed the FAQ:
http://httpd.apache.org/docs/misc/FAQ.html#what2do
which tells you exactly where to go when you have
problems with Apache.  Scatterring email messages to every conceivable
address is not one of the choices ;-)

I won't address your specific problem, because the FAQ tells you what to
do.
