[ASTERIXDB-2308][TEST] Add DDL Stress Test

- user model changes: no
- storage format changes: no
- interface changes: no

Details:
- Add a test that repeatedly and concurrently performs the
  following operations:
  -- create dataset
  -- create primary index
  -- upsert data
  -- drop dataset
