   @tianxiaoliang 
   1. remove cp-backend, because of many functions are not required for now.
   2. new cp-front framework and funcs without cp-backend support.
   3. add the run dev MD file.
   4. add apache license in dir and all TS file.
   5. update the sidebar for Service List -> services and so on .
