[OT] How to create a new Jira issue?

Dear All,

I am confused as I can't find a proper button for creating a new issue in
JIRA GUI:
https://issues.apache.org/jira/browse/FOP

Under 'Create' button on the top there is 'Create Service Desk Request' item
with the following dialog:

Create Service Desk Request
You can raise a ticket through one of the following Service Desks
Kylin
Atlas
Ranger
Apache Infrastructure
OFBiz

I have no idea what these represent...

Any idea how to file a new issue?
