As described in SA Bugzilla [https://bz.apache.org/SpamAssassin/show_bug.cgi?id=7189,] DMARC is an important standard for email security [https://en.wikipedia.org/wiki/DMARC]

Implementing a plugin for testing and reporting of DMARC.

Because a plugin is not enabled by default, it is a less risky way to get involved and learn the guts of email and email security.
