Forbidden error for UserDir access?

The 'UserDir <directory_name>' specifies that we should
specify the directory for a specific user where his
doucuments will be stored.

however when i give this
UserDir public_html

and when i type the URL
htttp://localhost/~bob/

it says
"Forbidden You don't have permission to access /~bob/
on this server.

Apache/1.3.20 Server at localhost Port 80"

why so? i have even given it open/full permisions for
access?
