Keep the Forge API's OpenAPI base document with the web application's configuration
The base document moves to grails-app/conf beside application.yml, which names it. Grails packages
grails-app/conf at the root of the class path as it does src/main/resources, so it is still found as
classpath:openapi-base.yml.
