To make this a bit easier to deal with I am going to break this jira up into parts. There are basically three problems as I can see them.
1. The functionality for token range is not plumbed through. I'd think of this as being a separate issue (bug)
2. The Documentation on the website isn't complete (logically part of this one)
3. There isn't a basic test using sstables, existing tests don't go through to the verifier (logically part of this one)
I've looked and I didn't find an explicit protocol for breaking it up, let me know if there is anything I need to correct in how I handled this.

Also docs need to be updated with any missing options and the {{token_range}} option needs to be fixed as it appears broken.
