dump and Ctrl-C on windows

Hi,

it seems that svnadmin dump cannot be breaked by Ctrl-C or Ctrl-Break on
Windows. If you accidentaly dont redirect stdout, you can only kill the task
(which also takes some time, CPU is is heavy loaded).
