New addresses for River mailing lists

Hi all,

[cross-posting for a message relevant to both dev@ and user@]

The River mailing lists have now been moved from @incubator.apache.org
to @river.apache.org as a part of the TLP migration. The new
addresses, as requested in INFRA-3419 [1], are:

    user@river.apache.org from river-user@incubator.apache.org
    dev@river.apache.org from river-dev@incubator.apache.org
    commits@river.apache.org from river-commits@incubator.apache.org
    private@river.apache.org from river-private@incubator.apache.org

The old list addresses should still work through redirects, but you
may want to update your mail filters and any other relevant settings
as appropriate.
