I declared plugin in the pom.xml without version as in the instructions like this :

  <reporting>
    <plugins>
      <plugin>
        <groupId>org.apache.maven.plugins</groupId>
        <artifactId>maven-checkstyle-plugin</artifactId>
      </plugin>
    </plugins>
  </reporting>
