[I] [R] Should we relax version checking for system libarrow? [arrow]

   ### Describe the enhancement requested
   
   In #38769 libarrow 14.0.1 was rejected by `check-version.R` as incompatible, should we relax this to only check major version (as long as libarrow only does major version releases at least)? Or at the minimum ignore differences in patch version?
