One can see that this issue was discussed some months ago within Mono: https://bugzilla.xamarin.com/show_bug.cgi?id=20048
So it probably makes sense to contact Kei Nakazawa or other Mono Developers and ask whether they made some progress with regard to this issue. In the meantime we should use the old behaviour on Mono and the new one on Windows, checking at *Runtime* using 
{{bool runningOnMono = Type.GetType ("Mono.Runtime") != null;}}, see
