It might be related to Apple's ATS. Double check your whitelist configuration, and also make sure that your app isn't trying to load anything that is outside of the whitelist. 

That said, this isn't really the best place to get support for this kind of question. I'd suggest asking on the PhoneGap Adobe forums (https://forums.adobe.com/community/phonegap), the Cordova Google Group (https://groups.google.com/forum/#!forum/phonegap), or Cordova's slack (http://slack.cordova.io/). You might also get in touch with the DrupalGap devs as well -- they may know of others who have had similar issues and any workarounds they've used.

If it is determined there's a bug, we can reopen this issue. For now, though, I'm closing this issue.
