Bundles w/ sealed packages and split packages

I'm trying to grok what happens to bundles that have sealed packages  
which get "extended" via the split package mechanism.  The spec  
doesn't seem to address this situation; maybe it does and I missed it.

Can someone explain what should happen?

Seems reasonable to me.  Odd that the spec is quiet about that.  IMO,  
it should at least spout out a warning.

Just speaking off the top of my head, I would say sealed packages are 
ignored in that case...at least I believe they are in Felix.
