[Bug 6836] RFC-Ignorant.org - "End of an Era"

It appears that the .de TLD reincarnation of rfc-ignorant has been abandoned. 
Its domain registration has expired (currently in the 30 day redemption/purge
pending period) and the project itself never populated a database.

Therefore, I see no reason to render its rules to the "removed" SA rule page.
