CSV files-originals and converted

I have used several different versions of "Calc" to open this same CSV file and
I am getting issues with unexplained changes in the File Format. It appears
that when a CSV file is opened the format for the file is not saved and a
default format is used. I am assuming this because if I open the file make a
change and then save it again Calc will save the file with quotes around
everything even when the original CSV file was not that way. When I open the
file and use the "save as" option to save it I get quotes around most of what
needs quotes except if it was a date value in the original CSV. At this point I
need to save this file in its original format without any change to the format
and only changes to the values but can't get there with the current options in
Calc. Please see the attachments. Also I am including more information on the
machine I am running this on.

PC:
 OS: Windows 7 Enterprise
 Processor: Intel IF-2400 CPU @3.10GHz
 Installed memory(RAM): 4.0 GB
 System type: 64-bit OS

Perhaps you have used wrong filter settings? Try this:

Import:
Seperator      ,
Text delimiter "
check Quated fields as text
uncheck Detect special numbers

Export:
Character Set     Unicode
Field delimiter    ,
Text delimiter     "
check Quote all text cells
uncheck Save cell content as shown

Your example is far too large. Please reduce the number of columns, so that the
document contains only those columns which are needed to reproduce the error.

Can reproduce on AOO3.4 with Regina's filter settings.
but can't reproduce with 6 columns in front.

I agree to reduce sample file's numbers of columns to locate exactly.
