[ANNOUNCE] New committer: Jim Michael Spring

The Project Management Committee (PMC) for Apache jclouds has invited Jim
Michael Spring (jmspring) to become a committer and we are pleased to
announce that he has accepted.

Thomas is an experienced contributor to jclouds, and brings in some
specialised skills especially around OAuth and Azure Resource Manager API
that will be very valuable for the project.

Please join me in welcoming him to the Apache jclouds committers group.
