[VOTE] Import Java Config code base as Apache Tamaya

All,

I'd like to call a vote to include the Java Config code base that Anatole
has previously put together as the basis for the Apache Tamaya podling's
source code.

Once we agree, I'll submit the vote to the general@i.a.o mailing list w/ a
72 hr window for concerns.
