   ### Description
   
   1. Add the alarm function, so that users can define alarm rules for some events in github, jira, and gitlab. When the event threshold is met, the alarm is triggered through the notification plug-in and informs the user
   2. You can take a look at the implementation of [alertmanage](https://github.com/prometheus/alertmanager)
   
   ### Use case
   
   1. For example, jira, alarm when the number of P0 and P1 bugs reaches a certain threshold
