   ## What is the purpose of the change
   
   This PR adds 'show catalogs' and 'show databases' end-2-end in TableEnvironment and SQL CLI.
   
   ## Brief change log
   
   - added `listCatalogs` and `listDatabases` API to `TableEnvironment` and implementations in subclasses
   - added 'show catalogs' and 'show databases'  to SQL CLI
   
   ## Verifying this change
   
   This change added tests and can be verified as follows:
   
   added unit tests in `ExecutionContextTest` and `LocalExecutorITCase`
   
   ## Does this pull request potentially affect one of the following parts:
