Unable to resolve namespace

I am just getting started using SOAP 2.1 and Tomcat 1.3.1.
I am executing on an HP which is not connected to the internet.

When I execute my client, it fails with a fault of:

  Unable to resolve namespace URI for 'xsd'

The client message Envelope specifies 

  xmlns:xsd="http://www.w3.org/1999/XMLSchema"

Is there a fix for this error?
