   ## Documentation Scope
   `plugins/refdiff` `plugins/gitextractor` `developer setup`
   
   ## Describe the Change
   `libgit2` is required by the `gitextractor` plugin rather than `refdiff`. 
   Move https://devlake.apache.org/docs/next/Plugins/refdiff#development to gitextractor page.
   And **Developer Setup** should be updated as well
