The MSBuild plugin currently requires msbuild to be on the PATH, which is not a standard configuration for an install.

We should move the DotNetSdkLocator out of the Settings mojo, and utilise it from GacUtility, Settings and this plugin (later, it should also exist in Java so that it can be used from the rest of the app, and msbuild mojo can be done in java)

    Fix Version/s: 1.5.0-incubating

Need to fix this for 1.5.0 so that it can operate path-less. However, it may be more effective to do this as part of NPANDAY-203 - rewriting in Java.
