Commons ISO8601DateFormat class?

There seems to be a proliferation of open-source classes which implement 
formating / parsing of ISO8601 dates, including a few on Apache 
(feedparser, log4j, xml).

Isn't it time to centralise these into one place, such as a Jakarta 
Commons (or xml.apache) package? Maybe with RFC822 dates and others?

Just a thought.
