About to release a few spec APIs

Hi Folks!

I'm about to release geronimo-annotation-1.3 (only change is @Priority is now allowed on parameters as well) and jcdi-2.0.
Both are used in OpenWebBeans-2.0.0, do pass the CDI TCK and the signature fits the official API jars.

Please shout out if there are any objections.
