Please associate Fix Version when MESOS Jira issues are filed

Hey Guys,

I was looking at how few issue items were part of the 0.9.0 release,
yet we are at MESOS-4xx or something (over 400+ issues). It seemed
a little low (~5 issues) that were associated with the 0.9.0 release
in JIRA, so I went and looked and there were over 79 issues closed,
yet they don't have Fix versions with them and thus don't show up
when query for a report by release:

Can folks associate issues that they are working on with a Fix Version?
That way the CHANGELOG file can easily be generated (see what I've done
with the 5 or so that were associated with 0.9.0 as an example, that
was automatically generated by JIRA).

I'll try and update 0.10.0 with the appropriate changes I can deduce
from JIRA soon as I'd like to get the CHANGELOG file cleaned up before
rolling a 0.11.0 rc.

I'll continue working on MESOS-459 atm to address the Incubator disclaimer
right now too.
