[Vote] Feature branch for major Falcon Regression cleanup

As of now falcon-regression requires write access to / in hdfs to run. We
want to remove this requirement and make sure that all tests use a test
specific subdirectory for all its operations. I have created a jira for
this:
https://issues.apache.org/jira/browse/FALCON-585

This is going to be a major change. I propose that we use a feature branch
for this and request the community to vote on this over next 24hrs.

Can some one with admin priv's on jira create a version FALCON-585

I will go ahead and create a branch called FALCON-585 and might need some
help creating a version with the same name.
