   ## Summary
   
   Show "最近更新 HH:mm:ss" (i18n `common.lastUpdated`) in the instance
   inventory header. A successful instance-list load stamps `Date.now()`;
   failed loads keep the previous successful value and the indicator stays
   hidden until the first successful load.
   
   ## Why
   
   The instance inventory is the entry point for most operations, and nothing
   currently tells the operator when the visible list was last refreshed
   successfully. The indicator makes staleness visible without extra requests.
   
   ## Testing
   
   - `cd web && ./node_modules/.bin/tsc -b tsconfig.app.json` — passes (exit 0).
   - `./node_modules/.bin/vitest run src/pages/instance/__tests__/InstancePage.test.tsx`
     (Node 20 build server) — 23/23 passed, including the new freshness cases
     (successful load shows the time, failed reload keeps the previous value).
