Now, I would say that the DDL skin for mobile is bad as well (no border, no background), so if your patch includes also fixing the skin, please could you reword the ticket, something like "DDL for Mobile".

Regarding MXML vs As mobile skins, I would says that AS is preferable (95% of mobile skins are in AS) and it's not that difficult, especially if you just combines existing AS Skins toghether.

On a side note, DDL on iOS will usually use a Callout to display the menu, so it would be nice if your patch followed this usage (Callout for iOS, regular list on Android).
